In September 2021, President Xi Jinping announced China's pledge to support developing countries in green and low-carbon energy, halting new coal-fired power projects abroad. This commitment swiftly materialized in China's "14th Five-Year Modern Energy System Plan" and further reinforced by joint ministry guidelines limiting new coal production capacity.


This project evaluates Chinese-backed overseas coal projects over the past two years, assessing China's climate commitments and their global impact. The final report updates findings from the September 2022 review, analyzing progress in reducing carbon emissions from these projects post-ban implementation.
