PACS is committed to promoting"people-centered climate solutions". Our organization is based on a Chinese team and a Philippine team to build the bridge and strengthen the communication and interaction between China and climate-vulnerable countries on the aspects of mitigating and adapting to climate change. PACS has been legally registered in China and the Philippines.

Research and Advocacy

Pay attention to China's key role in the green and low-carbon energy transition of BRI partner countries;

Focus on the transformation of Shanxi province from a coal-heavy and high-carbon to a green,diversified, sustainable, and highly technological economic model.


Communication and spread

Strengthen cooperation between frontliners, climate and energy experts, and related mainstream media;

Enhancing communication on the urgency of climate change and international frontier news; Promote public awareness of climate change in China.


Civic exchange

Coordinate the exchanges between the civil society in China and BRI partner countries in the aspect of green and low-carbon lifestyles and green employment; Promote the development of low-carbon habits in the daily life of citizens; Cultivate young climate activists.

In 2022, our organization hosted the Shanxi-Indonesia Bilateral Forum themed "coal-free future" at the conference of China and International Fair For Trade In Services, which was recognized by the Ministry of Commerce of the People's Republic of China and the People's Government of Beijing Municipality.

Aileen Camille B. Dimatatac

PACS, Board Member

Aileen Camille B. Dimatatac is a skilled communication strategist and visual storyteller with extensive experience in media strategy for NGOs. She holds a Master’s degree in Communication, majoring in Broadcast Journalism, from the Polytechnic University of the Philippines, a Diploma in Photojournalism from the Konrad Adenauer Asian Center for Journalism, and a Bachelor’s degree in Mass Communication from Adamson University. Aileen has held notable roles, including Media Coordinator and Senior Communications Officer at the Institute for Climate and Sustainable Cities (ICSC). She has also worked with the United Nations Development Programme (UNDP), 350 Pilipinas, and Greenpeace Philippines, excelling in media event organization and multimedia production. Her well-regarded photography work includes contributions to UNICEF and ABT Associates PTY Ltd., and she has served as an independent photojournalist for various organizations. Additionally, Aileen has been a part-time lecturer at the Polytechnic University of the Philippines, teaching courses in photojournalism and digital imaging. She continues to empower through her storytelling and dedication to social and environmental issues.


Renato Redentor Constantino

PACS, BOARD MEMBER


Renato Redentor Constantino, also known as Red, is the Executive Director of the Institute for Climate and Sustainable Cities (ICSC). With nearly three decades of experience, he has worked with international climate, development, and environment organizations across Asia. Red is the author of *The Poverty of Memory: Essays on History and Empire* and has contributed to anthologies such as “Letters to the Earth” and “Humanity”. Under his leadership, ICSC published "Agam: Filipino Narratives on Uncertainty and Climate Change", which won three national book awards. His work on history, memory, environment, and development has been widely published and translated.


Cesar Carlito “chuck”   Reyes Baclagon

Cesar Carlito Reyes Baclagon, also known as Chuck, is the Associate Director for Asia Digital Campaigns at 350.org, a global grassroots climate movement dedicated to holding world leaders accountable to the realities of science and the principles of justice. Before joining 350.org, Chuck spent nine years at Greenpeace Southeast Asia, where he significantly enhanced the organization's digital campaigning capacity. His journey in activism began during his studies at the Polytechnic University of the Philippines, where he pursued a degree in Journalism. Chuck's extensive experience and commitment to climate justice have made him a key figure in the digital activism landscape in Asia.
